Expansion of Access to Vision Services through Baltimore City Health Department and Vision to Learn

Aurrera Health worked with the national Vision to Learn (VTL) program and the Baltimore City Health Department to expand access to and utilization of vision screenings, exams, and free eyeglasses for low-income students. Our team conducted policy analyses of key issues for VTL over the course of four years, including:

  • Identifying policy approaches for leveraging Medicaid and the Children’s Health Insurance Program in support of VTL, including Health Services Initiatives under CHIP;

  • Identifying effective strategies for obtaining parental consent to provide vision exams for students;

  • Ensuring that Medicaid is billed appropriately and effectively for services provided; and

  • Assessing Family Educational Rights and Privacy Act (FERPA) and Health Insurance Portability and Accountability (HIPAA) privacy and data security requirements for all aspects of the program.
